Dr. Francisco Javier Rojas is Assistant Professor of the Homeland Security Program at Rabdan Academy.
From 2016 to 2019, Dr. Rojas was Assistant Professor at the Center for Research and Teaching Economics (CIDE) in Mexico City. He served as Senior Advisor to the Chief of Staff of the Executive Office of the President of Mexico and to the Secretary of Public Education from 2013 to 2016. Previously, he was Director of Risk Analysis at Mexico’s Ministry of the Interior. Dr. Rojas specializes in the analysis of intelligence agencies as political institutions in an international comparative perspective and research methods for intelligence analysis.
His teaching experience includes graduate and undergraduate courses in Intelligence Agencies in International Comparative Perspective, Advanced Analytical Techniques, Introduction to Intelligence Analysis, and Fundamentals of Intelligence. His publications comprise peer-reviewed articles, book chapters, and books published in Convergencia Revista de Ciencias Sociales, Cadernos Gestão Pública e Cidadania, Norrag, among other journals.
Dr. Rojas belongs to the Expert Network of the World Economic Forum and is a Salzburg Global Seminar fellow and a member of the National Council of Science and Technology. He was a Fulbright scholar and Associate Coordinator of the Mexican Center of the Lozano Long Latin American Studies Institute at the University of Austin, as well as recipient of diverse grants from the Ford and the William and Flora Hewlett foundations, among others.
He holds a Ph.D. and a M.A. degree in Sociology from the University of Texas at Austin and a B.A. in Political Science from CIDE (summa cum laude).
