Director of Institutional Effectiveness

Dr. Khaled Al Obeidli

Dr. Khaled Al Obeidli has a practical experience of more than 25 years. He served in many leading positions and played numerous roles that have contributed to the enrichment and refinement of his professional leadership. He has an outstanding experience in the development and implementation of strategic plans and policies. Dr. Al Obeidli is currently the Executive Director of Institutional effectiveness in Rabdan Academy. Within his mandate as the Executive Director of Institutional effectiveness, he oversees the development and implementation of a comprehensive effectiveness strategy including Institutional Research and Development, Quality Assurance, Policy and Procedures, Intuitional Assessment, and Local & International Accreditation.  

Dr. Al Obeidli is also the Executive Director of the Military Qualification Framework Program in the Academy. This is a high-level program that aims at establishing a new awarding body as well as developing all the required policies, procedures, manuals, qualifications, and systems.

Prior to his joining Rabdan Academy, Dr. Al Obeidli has held key positions in various well-known organizations, including but not limited to the director of organizational excellence at HCT, the director of vocational qualifications and labor market strategies at NQA, chair of the executive secretariat of the vocational education and awarding council, in addition to participating in various national and international projects, such as:

  • Participated in the third pillar of H.H. Sheikh Khalifa bin Zayed Al Nahyan, President of the UAE initiative “Absher” (Guidance and Career counselling)
  • Led the media and marketing campaign for the Career Manual (UAE Jobs and Career Pathways for National Cadres Guidebook)
  • Participated in the Steering Committee for licensing teachers (a cabinet resolution committee)
  • Led the technical team to develop standards of teachers as a part of teachers licensing project
  • Participated in the Ministry of Labor’s Fees Restructuring Team
  • Participated in the Steering Committee of Abu Dhabi’s Workforce Planning and Emiratization
  • Participated in the team of developing standards and licensing system for inspectors in Abu Dhabi
  • Member of Experts Classification and Standards Committee (Deputy Prime Minister project)
  • Participated in drafting a national policy to set up the National Occupational Classification system
  • Participated in Emiratization Electron


Dr. Al Obeidli has also participated in a number of educational development projects at the GCC level, including:

  • A member of GCC’s Occupations Arabic Classification and Characterization Project
  • A member of GCC’s Steering Committee for Gulf Qualifications Framework and NOS
  • A member of GCC’s Qualifications Framework working group (UAE representative)
  • A member of GCC Occupational Standards working group (UAE representative)
  • A member of GCC Labor Testing Centers working group (UAE representative)


Furthermore, Dr. Al Obeidli was part of the team behind the development and implementation of the QFEmirates. It is also worth mentioning that Dr. Al Obeidli played a significant role in developing the new VET concept in the UAE by introducing Vocational Education and Training Awarding Council (VETAC) to the VET sector, and thus he was nominated to chair the Executive Secretariat of VETAC to lead the development of related policies and procedures.

Dr. Al Obeidli is professionally committed to excellence whatever the position he holds or the role he plays. The different colored experience he has gained has provided him with sufficient knowledge and skills that can enable him to achieve easily the goals and tasks he is assigned.
